Solid Waste Management


The Lipa City ENRO implemented a systematic administration of garbage collection and disposal in the City of Lipa. Daily collection, transport and disposal of an average of 21 truckloads of segregated garbage from 49 barangays in the city were administered and hauled by the Waste Management Incorporated, the contracted hauling service provider of the city.


Public areas like city streets, city hall grounds, community park, public market and Plaza Independencia were cleaned daily from garbage and illegally posted materials. Drainage structures were also declogged while daily scraping, flushing and spraying were also done at the public market.

There are 37 barangays with Material Recovery Facility (MRF) in the City of Lipa. 31 of these are functional while 6 others are for repair. The Lipa CENRO monitored daily the waste diversion activities such as shredding of plastics, tires, woods, bricks making and composting. The office’s personnel shredded 1,507 kilos of tires and 3,120 woods while 2,748.3 kilos of plastic were also shredded and processed into bricks. In addition, 9,688.5 kilos of biodegradable garbage were turned into compost.


In its 2nd year, the city’s Trash to Cash Program has gained citywide support. This program aims to reduce the volume of garbage collected from the city and eventually become a source of livelihood for the people of Lipa. It has encouraged all Lipeños to properly manage their household wastes. Marketable and cut or shredded residual wastes were traded in exchange for points that can be converted into grocery items or valuable items such as home appliances. The city’s collected residual wastes were disposed of through the Republic Cement and Building Materials, Inc. (RCBMI) at Taysan, Batangas in exchange for sacks of cement as indicated in the memorandum of agreement. From approximately 1,300 tons of collected garbage, 76,000 kilos were converted into 918 sacks of cement through RCBMI. Marketable wastes, on the other hand, were sold to recycling companies or junk shops. The collected amount is 

deposited to the Trust Fund of the Lipa CENRO for the sustainability of the project. These were all made possible through the 100% participation of the 72 barangays in the city.


The City Nursery located at Barangay San Isidro, Lipa City that houses different species of native plants and trees is also under the supervision of Lipa CENRO. The collected 5,000 native forest trees cuttings and seedlings and 15,000 ornamental plants were potted and nurtured in the nursery. These augmented the needed planting materials in the tree planting and vertical hanging garden activities.


The Lipa City Environment and Natural Resources Office continuously implements and supports the city government’s programs, projects and activities on the protection and conservation of the environment and its natural resources.
